The poor captain of the HMS Hawke is what I think of when I see this photo. Ship owners, whether navies or merchant fleets, take a dim view of any accident that happens under your watch. After all, not running into things is the reason you are in command. Fault is usually not a factor in assigning long-term blame, at least not if you look at what happens to most captains after a wreck.
